The development of the halal industry in Banyuwangi requires an integrated innovation ecosystem that connects knowledge production, halal certification, entrepreneurship, community engagement, and technological development. This article proposes a university-based Halal Hub model as an innovation framework to strengthen the halal ecosystem and support the development of halal-oriented Micro, Small, and Medium Enterprises (MSMEs) in Banyuwangi. The model integrates five interconnected functions: (1) research and knowledge production focusing on halal product development, certification processes, and MSME needs; (2) certification assistance through direct support for documentation, understanding requirements, and navigating the halal certification process; (3) entrepreneurship incubation to facilitate students and alumni in developing halal-oriented business models; (4) community engagement through collaboration with village governments, MSME associations, and community organizations to improve halal literacy and facilitate certification; and (5) living-lab activities for testing digital traceability systems, circular-economy practices, and halal product innovations. Through this integrated approach, the Halal Hub is positioned as a collaborative platform linking universities, government, MSMEs, communities, and the private sector. The proposed model is expected to strengthen innovation capacity, improve MSME access to halal certification, encourage the adoption of digital and sustainable practices, and contribute to the development of an inclusive, innovative, and sustainable halal ecosystem in Banyuwangi
